 Expedited Community Review

Expedited Community Review(ECR) is an efficient, brief and organized process that brings together diverse, informed and collaborative community members and key community stakeholders, for the purpose of:

(1) promoting constructive engagement and relations both within and between diverse community members and key community stakeholders
(2) conducting an expedited review of key contributors to the quality of community life, including including community relations
(3) providing a brief report on the outcomes of the expedited community review process (CRDD-SHAC provides a brief, organized and online form for gathering the information)

Note: the ECR is a somewhat more comprehensive and formal process than the general meet- greet-discuss process.  The output of the process is summarized and included within the annual Community Relations and Development Report compiled by the SCHAC

refers to those aspects of a community that significantly influence the quality of community life and the general satisfaction that community members have about the state of their community (key contributors include education, health care, political process, transportation infrastructure, state of the economy, social relations etc.)

refers to the relations between (1) particular community groups, and/or (2) between the community as a whole and particular community groups

refers to activities that constructively protect, maintain and enhance key contributors to the quality of community life, including community relations (in accordance with the ethical framework that a society uses to govern its affairs)

General Steps in Planning, Executing and Reviewing an Expedited Community Review

CRD-Council, community member(s) and/or other community stakeholder(s) decide to conduct an Expedited Community Review (ECR) for the purpose of achieving the outcomes listed above (CRD-councils or other community stakeholders that initiatve and organize the ECR are referred to as the sponsor(s))

The community sponsor(s) contacts the Community Relations and Development Division (CRDD) of the South Carolina Human Affairs Commission (SCHAC) to review the proposal

Sponsor(s) and staff from CRDD-SCHAC review the proposal and decide whether to proceed

Sponsor(s) and staff from CRDD-SCHAC develop the ECR process (goals, general approach, date/time, location/facilities etc.) (some sponsors may sufficient experience and expertise to proceed on their own)

Sponsor(s) organize and execute the event with support from the CRDD-SHAC (if necessary)

Sponsors and staff from CRDD-SHAC conduct a review of the event, prepare a brief outcomes report, and decide on next steps (if any)

Expedited Community Review is a brief process that does not require extensive organization and is typically conducted in an afternoon or morning session

CRDD-SCHAC will provide or support a structured facilitation process that maximizes the potential for constructive engagement and achieving the established goals
